Welcome to E-borough Insight

Welcome to the July edition of E-borough Insight, your newsletter from Epsom & Ewell Borough Council.

This month you can read about changes at the Rainbow Leisure Centre and an award for our planning team!

There are also two consultations taking place at the moment that ask for your views on local government in Epsom & Ewell.

Local government reorganisation in Surrey

Surrey residents are urged to take part in a landmark government consultation that will help determine the future shape of local government in the county.

Last month, the Ministry of Housing, Communities and Local Government (MHCLG) launched a consultation on Local Government Reorganisation (LGR) in Surrey.

This is a once-in-a-generation opportunity to help shape how decisions are made, services are delivered, and communities are represented in Surrey.

The consultation is open to all residents, businesses, voluntary groups, and local organisations. This is the only opportunity for the public to comment on these proposals — and every response counts.

Epsom & Ewell Borough Council is one of nine district and borough councils who support a three unitary proposal. We believe that three unitary councils in Surrey would be the best way to:

  1. emphasise alignment with established economic areas to drive growth
  2. prioritise local identity and community empowerment
  3. improve efficiency and capacity to deliver high quality and sustainable public services, whilst meeting local needs which are informed by local views.

Have your say on whether to create parish councils in Epsom & Ewell

At a meeting of the full Council last month, Councillors agreed to carry out a Community Governance Review in the borough.

The consultation asks residents for their opinion on whether to create parish areas along with a parish council or councils in Epsom & Ewell, including options for geography, number of councillors and what councils should be called, e.g. parish, community, neighbourhood or village council.

The consultation is now open.

The consultation will close at 23.59 on 9 October 2025.
