Who does what?

Residents are often puzzled on the two tier local government structure in the area and specifically which body is responsible for which service. In preparation for the local elections in May, where you will have the opportunity to elect your borough representative, here’s a detailed list of the services provided by your borough council and a separate list of the county council responsibilities.

Epsom & Ewell Borough Council

  • Abandoned vehicle removal
  • Allotments
  • Ashley Road Cemetery
  • Biodiversity action plan park life
  • Building structure inspections
  • Business licencing (animal welfare, scrap metal dealerships, tattooists, etc )
  • Community alarm and Telecare
  • Community and Wellbeing Centre
  • Council tax support
  • Council car parks
  • Disaster and emergency contingency planning
  • Dogs – lost and found
  • Electoral registration and election management
  • Environmental Health (including food premises inspections, noise complaints, pollution monitoring, etc)
  • Epsom & Walton Downs conservators (in partnership)
  • Fly tipping on public land (investigation and enforcement)
  • Health and safety accident investigation
  • Housing benefit and Universal Credit administration
  • Housing Needs Register, affordable housing, homelessness, emergency housing and housing advice service
  • Home improvement agency
  • Infectious disease investigations
  • Meals at Home and shopping service for those in need
  • Markets and street trading management
  • Open spaces, parks and local nature reserves, management, maintenance and conservation volunteers
  • Parking enforcement (on behalf of Surrey County Council)
  • Pest control (in partnership)
  • Planning applications
  • Playgrounds and BMX/skate facilities
  • Premises licensing  (pubs, restaurants, clubs & off licences)
  • Refuse and recycling collections including bulky waste collections
  • Rough sleeper outreach
  • Social Prescribing
  • Sport development
  • Sport facilities (facilities for football, cricket, bowling & tennis and outdoor gym equipment) 
  • Strategic planning for the borough
  • Street care and public realm improvements
  • Street cleansing, litter collection, road sweeping and graffiti removal
  • Street and house-to-house collections licencing
  • Taxi licencing (hackney carriages & private hire vehicles)
  • Tree inspections and tree preservation orders
  • Transport from Home and Hospital to Home (transport services for those unable to use public transport)
  • Venues (Epsom Playhouse, Bourne Hall, Ewell Court House, Epsom Market Place and the Harrier Centre plus (in partnership) Rainbow Leisure Centre
  • Welfare burials

  • Flooding (the County Council is the designated Lead Local Flood Authority)
