Have your say on Epsom & Ewell's proposed Health & Wellbeing Strategy
We are asking residents to have their say on a proposed Health & Wellbeing Strategy, our public consultation will be open for residents to feedback their comments on the proposal from Friday 4 April at 9am until Friday 16 May at 5pm.
The proposed Health & Wellbeing Strategy aims to improve the mental and emotional wellbeing of residents across the borough, focussing on the delivery of three key priorities: increased physical activity levels across the borough; the creation of opportunities for residents through employment, skills and training; and supporting residents to build connections with each other. The previous 2019-2023 strategy highlighted a 7-year life expectancy gap between those living in more affluent and green areas of the borough compared to those living in less affluent and populated, and dense, areas. The strategy seeks to improve the health and wellbeing of all residents, however there is a focus on the borough’s children and young people and those whose health and wellbeing is disproportionately impacted by socio-economic factors and life circumstance.

We are acutely aware that Covid-19 has changed the landscape and therefore it’s important that we review our strategy and ensure that it reflects the needs of residents at this moment in time.
This consultation allows us to take stock and listen to residents, and I encourage everyone to have your say and ensure that the Health & Wellbeing Strategy has a positive impact on our community for years to come.

The proposed strategy was initially approved on 13 March 2025 by our Community & Wellbeing Committee - Community and Wellbeing Committee on Thursday 13th March 2025. Feedback from this public consultation will be reviewed and an updated strategy submitted for final approval on 8 July 2025.
Epsom & Ewell prepare to mark 80 years since VE Day
A number of commemorative events are planned to be held across the borough to celebrate the 80th anniversary of VE Day on 8 May 2025.
A number of commemorative events are planned to be held across the borough to celebrate the 80th anniversary of VE Day on 8 May 2025.

VE Day marks the official surrender of Germany, the end of the hostilities in Europe and the beginning of the end of World War II. The war continued in the Pacific until September 1945, when Japan surrendered.
Celebrations will begin with a procession from the Town Hall led by the Mayor to Epsom Market Place at 8.45 followed by a proclamation led by Councillor Graham Jones, To mark the occasion a specially designed VE Day 80 flag provided by the Royal British Legion will be raised. The clocktower will be lit up in tribute the evening of May 8th.
In the evening, there will beacon lighting event, hosted by Epsom & Ewell Borough Council in partnership with Go Epsom BID and the Jockey Club, taking place on Epsom Downs. Epsom Downs Racecourse will be open from 7pm. Food and refreshments will be on sale, and entertainment provided by a variety of local performers. The event is free to attend and will end at approximately 9.45pm.
At 9:30pm, visitors are invited to gather at the dedicated Beacon site on Grandstand Road, Epsom Downs where the Mayor will lead the Beacon Lighting Ceremony. Please note that there is limited on-site parking available, and the beacon site is on uneven ground.
Bourne Hall is planning to decorate their café and reception area with homemade bunting and is asking local schools to take part in designing and making the bunting. Any schools willing to take part need to hand their bunting in at Bourne Hall by Thursday 1 May.
A patriotic matinee show, Land of Hope and Glory from Neil Sands Productions, is coming to the Epsom Playhouse on Thursday 1 May. This unforgettable afternoon of nostalgia is filled with more than 60 all-time favourite songs, celebrating the best of British entertainment through the decades. Finally, Epsom & Ewell Borough Council’s streetcare team have been working hard in recent months to plant patriotic blooms in time for VE day celebrations.
Councillor Clive Woodbridge, Chair of the Community and Wellbeing Committee, said:
“The celebrations that have been arranged to mark the 80th anniversary of VE Day are an opportunity for the whole community to come together to commemorate the bravest generation, who fought for the freedom we enjoy today.
“I would encourage local schools to take part in creating bunting for Bourne Hall and I hope as many residents as possible are able to attend the proclamation and beacon lighting.”

“EEBC are very proud of those who fought for our freedom and also of all those friends and family members who supported their efforts at home. On this 80th anniversary we are celebrating and commemorating this important day along with local residents who we hope will join us at the Beacon event and also with their own street parties and other activities”.

“Performances from the Show Choir, Laine Theatre Arts Choir and Epsom Silver Band will take place from 7pm and the Royal British Legion, Epsom & Ewell Branch will be leading the standard bearers at the Beacon – it should be a wonderful event for all to attend.”

“Epsom Downs Racecourse is proud to be part of the borough’s VE Day 80th anniversary commemorations. The beacon lighting will be a moving tribute to those who served and a special opportunity for the local community to come together in remembrance and celebration.

Epsom & Ewell’s first Climate Change Action Plan achievements ratified by Committee
Last month, our Environment Committee officially noted progress made in the delivery of our first Climate Change Action Plan 2020-2024. The committee reviewed an annual update and a five-year overview that included figures for 2023/24 that showed we had reduced our own operational emissions by 16% since 2019/20 (Public Pack)Agenda Document for Environment Committee, 17/03/2025 19:30.
The UK Government declared a climate and ecological emergency in May 2019 and following this, in July 2019, we debated, and passed, a motion to adopt a climate change target for their operations to become carbon neutral by 2035. Our first Climate Change Action Plan was subsequently adopted for the 5-year period from January 2020 to December 2024.
We successfully bid for, and were able to leverage, £2m funding for some of its activities, from secured external grant, Community Infrastructure Levy and Capital funding.
Achievements during this time, including with partners:
- Installing solar panels at Bourne Hall, Epsom Playhouse and, earlier this year, at the Rainbow Leisure Centre, annually estimated to save £70k in electricity bills.
- Replacing 95% of all lighting in council-operated buildings and streetlighting with LEDs.
- Electricity supplied to all council buildings from a green tariff.
- Delivering 10 energy and cost saving retrofit schemes.
- Installing 14 electric vehicle charge points in council-owned car parks.
- Changing 4 fleet vehicles to electric/hybrid.
- Planting over 2,600 additional trees on council land as part of a Tree Management Plan.
- Installing 8 public water fountains around the borough.
- Placing 27 additional cycle racks in Epsom Marketplace.
- Adding 2,385 households to the food waste collection service.
Our second Climate Change Action Plan runs from 1 January 2025 to 31 December 2029 and will continue to support our ambitious commitment to be carbon neutral by 2035.

“Our achievements show how committed we are to tackling climate change, our Climate Change Action Plan is embedded across the council through key reports, policies and plans from the Corporate Plan through to the Capital Investment Programme.
Whether through our own council initiatives such as installing solar panels or replacing old diesel vehicles with electric ones, we have done our best to ensure that our community can benefit from climate change improvements for years to come.
Our team’s passion, determination and drive has seen them build key relationships and harness vital funding and resources to deliver our activities. I would like to thank the team for their tireless efforts and to our partners who have provided their invaluable support as we strive to meet our target to be carbon neutral by 2035.”

Epsom & Ewell serves up free tennis this summer
We will provide free morning tennis sessions in all council-owned tennis courts across the borough this summer, between 22 July and 29 August 2025. The decision, made by the Environment Committee earlier this month, follows a similar initiative which took place last year. In addition to the summer program, starting 1 April residents can enjoy free Sunday morning sessions at Gibraltar and Poole Road Recreation Grounds. We already offer two hours of free, bookable tennis sessions at courts every weekend throughout the year.
We moved to a pay-to-play model for tennis last year. The scheme aims to ensure that council tennis courts are well-maintained as well as providing funding for future improvements. Maintenance carried out so far includes clearing and treating all courts for moss; improved signage; new court-side benches at Poole Road and Auriol Park; and installing windbreakers at Court Recreation Ground, Gibraltar Recreation Ground and Poole Road. New laser line marking at Alexandra Park will take place later this year.
Councillor Liz Frost, Chair of the Environment Committee, commented: “We were really pleased with how well received the free tennis sessions were last summer and we’re very happy to be able to offer them again. They provide a great opportunity to give a tennis a try for free – whether you are a complete beginner, haven’t played for a few years, or just want to get some extra practise in.
“I hope residents will take advantage of the various free sessions on offer now and this summer. Booking details are available on the council’s website.”

Free Boiler Upgrade
Earlier this year, in partnership with Action Surrey, we launched a free boiler upgrade scheme for residents who meet the following criteria:
- Are a resident in Epsom and Ewell
- Are the owner occupier of a property with a gas boiler
- Are on means-tested benefits or low income
- Live in a property with an EPC rating of D – G, and
- Have a broken or end of life boiler over ten years old.

Be prepared - check your flood risk

Surrey County Council lead flood risk management for the county, including for the borough of Epsom & Ewell. We urge residents to take proactive steps to prepare for potential flooding especially during this time of year. With flood incidents on the rise, it is crucial to reduce risks and ensure you are safe.
Flooding can have a severe and lasting impact on lives, often catching many of us unaware and unprepared. It can be an emotional time, causing significant worry and stress. To help residents navigate these challenging situations, we have compiled essential information and key contacts.
Check your risk
Residents are advised to check their home's flood risk, visit check the long term flood risk for an area in England or calling the Floodline (24-hour service) on 0345 988 1188. There is also the opportunity to register for flood alerts and warnings.

During a flood
Flooding events can be devastating, leaving lasting impacts that are both financial and emotional for residents and business owners.
During a flooding incident, you should focus on the safety of yourself and others and stay out of floodwater. We have put together some advice on what to do should an incident occur.
If there is danger to life, call 999 and follow advice from the emergency services.
After a flood
Once the flood waters have subsided and you've returned to your home or business, we have put together some practical advice and resources to support you through the necessary steps for recovery after a flood.
Get support
If someone has concerns about their own or others' mental health, they can visit their GP or call NHS on 111, who can help identify further sources of support.
NHS Every Mind Matters guidance also has advice on how to deal with stress or anxiety as well as information about where you can access further support.
NHS services is a good source of local health information, including local mental health services.
Helplines, such as Samaritans, can provide support to anyone in emotional distress or struggling to cope. The Samaritans free helpline is available 24 hours a day on 116123.
If you, or someone you know, is vulnerable, requires additional assistance or has additional communication needs then you can sign up to the Priority Services Register and contact your utility providers. It is free and can help you or a loved one to stay safe, warm and independent at home.

RTS electricity meter switch off on 30 June affecting electricity and water supply - take action today
The signal that controls Radio Teleswitch Service (RTS) electricity meters is being switched off on 30 June 2025 due to the equipment having reached the end of its operational life. This could affect your electricity and water supply so please read below to find out the action you need to take.
RTS uses a radio signal to tell some older electricity meters when to switch between peak and off-peak rates. This shutdown will affect energy consumers that have an RTS electricity meter in their home or business.

Join David Brooks at Bourne Hall for the next museum workshop for children aged 8-12+.
This workshop is to commemorate the 80th anniversary of VE Day. Epsom and Ewell suffered heavily from bombing in World War 2 and from 1940 to 1944, 890 alerts were sounded, 384 people were injured by enemy action and 33 killed.

With three distances available, 6, 15 or 21 miles, this event is suitable for most abilities, and for those wanting a challenge.

ECA supports the preservation and protection of Epsom Common local nature reserve and site of special scientific interest. ECA works in partnership with the Council, the Lower Mole Countryside Management Project and English Nature to contribute to the long term management and conservation of the Common.
Nature walks
ECA organises a number of walks on the Common each year which are led by local natural history experts. The subjects that are usually covered each year include birds in early spring, wildflowers, butterflies, invertebrates particularly bush crickets, bats and fungi.
The EcoVols
If you care about the Common and enjoy its wildlife and beauty why not join the EcoVols, the volunteer group of the ECA. EcoVols carry out a variety of conservation projects on the Common throughout the year in association with English Nature, the Council and the Lower Mole Countryside Management Project. Community Notice Boards
There are community notice boards, known as Borough Boards, in various locations across Epsom & Ewell. The Boards are for local community use and form a vital information point for those who are not online. They are used for timely information and events; they are not used to advertise businesses.
Submitting a poster
If you have a poster you would like placing on the boards, please email communications@epsom-ewell.gov.uk with an electronic copy of the poster, so the team can double check it is appropriate for the boards. Once the team have confirmed the poster is suitable, please print and deliver 25 posters (one for each board) into the postbox outside the main entrance at Epsom & Ewell Borough Council Town Hall, clearly marked ‘Borough Boards’, or ask your Ward Councillor to do so on your behalf.
Please submit your posters as far in advance as possible, to allow plenty of time for posters to be checked and put up on the boards.
Content Rules
Posters should advertise timely local information and events. The following will not be accepted:
- Overt advertising of businesses or services
- Any discriminatory language or suggestions, including hate speech and profanities in the text or via images
- Promoting a religious cause only, with no event or activity taking place
- Any political inferences.
Poster content should be easy for everyone to read and respond to. All posters must:
- Be a maximum of A4 in size
- Consider accessibility - they should be easy to read, in colours that are contrasting and not using fonts that may be tricky for those with visual impairments to read
- Posters should include a working phone number wherever possible. A poster that only points to a website / email for more information will not serve those members of the community who are not online.
We reserve the right to select which posters can be featured.
We will insert posters that meet the content rules above on a first submitted, first served basis, until all the spaces are allocated, and to remove any that are out of date in a timely manner.
