Welcome to the January edition of eBorough Insight, Epsom & Ewell Borough Council's monthly newsletter. 

We're excited to embark on many new adventures this year. Just recently we announced a partnership with the Lawn Tennis Association to improve local tennis courts. We've also recently launched a pop-up touring exhibition 'Then & Now' which can be seen at Epsom Library this month. The Arts, Culture and Heritage team and Bourne Hall Museum officers worked with NESCOT Creative Media students and Surrey Libraries to create this. 

In this edition, we'll also be sharing with you some important updates from our council tax and electoral services team, as well as all the latest details on our Warm Hubs.

Finally, on Saturday 27 January it was International Holocaust Memorial Day - a time to reflect and honour the memory of the millions of victims of Nazi persecution and more recent genocides. Please check out our social media channels to watch the speech from the Mayor.

Council tax - keep us updated

Council tax - keep us updatedWith Council Tax bills being sent out in the coming months, it is important that you notify the council to any changes in your circumstances.

If you are moving address within the borough please notify us of your change of address by completing the 'Moving Address Notification' on our website.

If you would like to change the details of the people named on your bill, we can only add the names of people who have the same legal interest in the property as you e.g. joint tenants or if you are now occupying the property as a couple.

If this is the case please e-mail the details of the new people and the date from which they moved into the property to counciltax@epsom-ewell.gov.uk.

Find somewhere warm this winter

Warm Hubs have been set up in and around Epsom and Ewell this winter, where people can enjoy a safe, warm and friendly environment in which to enjoy a hot drink, social activity and receive information and advice. The service is open to all, but is particularly beneficial to residents in hard to heat homes, those who are isolated or those worried about their energy bills.

Tips for preventing water loss and water bill support

Around 1 in 14 homes suffer from water losses, like dripping taps, leaky loos and even outdoor taps and hoses. 

Colder temperatures and changeable weather can cause a leaky pipe to freeze, and sometimes burst, which could mean a hefty repair bill and an impact to your water supply.

Prepare your home now through checking for leaks and insulating pipes throughout your household. Reducing leaks could even save you money on your bill.

If you need extra support, SES Water is there to help. You may be eligible for one of its water support schemes if you’re having trouble paying your bill, or if you are just in need of some extra assistance.

  • Water Support Scheme – 50% bill reduction for qualifying low income households
  • WaterDirect – if you’re on benefits, payment can be deducted directly, meaning never worrying about a bill
  • Breathing Space – pause your payments if you need some time to get back on your feet
  • Priority Services – become a priority customer if you need extra help due to long or short-term health, access or communication needs. seswater.co.uk/priority
  • WaterSure – a capped tariff for metered customers who use extra water due to family or health reasons

Remember your voter ID

With the Police and Crime Commissioner elections taking place on 2 May 2024 and a general election scheduled for some time this year, making sure you have valid photo ID is extremely important.

In the UK, you are now legally required to show photo ID when voting at a polling station at elections. So don't miss out on your chance to vote.

Which forms of ID can I use to vote?

You may already have a form of photo ID that is acceptable. You can use any of the following:

  • Passport
  • Driving licence (including provisional license)
  • Blue badge
  • Certain concessionary travel cards
  • Identity card with PASS mark (Proof of Age Standards Scheme)
  • Biometric Immigration document
  • Defence identity card
  • Certain national identity cards

You will only need to show one form of photo ID, but it needs to be the original version and not a photocopy. The name on your ID must be the same name you used to register to vote.

If you don’t have an accepted form of photo ID

If you don’t already have an accepted form of photo ID, or you’re not sure whether your photo ID still looks like you, you can apply for a free voter ID document, known as a Voter Authority Certificate. You can apply for this at voter-authority-certificate.service.gov.uk.

Alternatively, you can contact Electoral Services for a paper application form.

The deadline to apply for a Voter Authority Certificate for use at a particular election is 5pm, 6 working days before the date of that election.

Free bus travel in Surrey and across England

Young people aged 20 and under are now entitled to 50% off all adult bus fares across Surrey.

Check you’re not missing out on a free bus pass

Travelling by bus doesn’t have to be expensive. In fact, it can be one of the cheapest ways to travel if you’re eligible for a free bus pass.

Anyone who is aged 66 and over or has an eligible disability can apply for a bus pass which offers free bus travel not only in Surrey but anywhere in England! That means you could hop on a bus and take a trip anywhere you want to and not pay a single penny.

Around 25% of people who are eligible for a free bus pass have not applied for one and are therefore missing out, plus those who have a bus pass but are not using it. 

About the free bus passes

Bus passes for older people (aged 66 and older) and disabled people (aged 5 to 65) are valid on journeys between 9.30am and 11pm from Monday to Friday, and at any time on weekends and public holidays.

Other bus discounts and passes

  • The Surrey LINK bus pass offers young people aged 20 and under, to travel for half price on single and return tickets for any journey that starts and/or finishes in Surrey. This means that some single bus journeys for those under 16 could be as little £1. Find out more on the Surrey LINK bus pass web page.
  • The government has extended the £2 bus fare cap on most routes across England until the end of December 2024, so you can continue to travel for less on participating Surrey buses. Find out more on the bus fare price cap web page.

A new collaborative creative project launches at Epsom Library

Then & Now ExhibitionThe Arts, Culture and Heritage team and Bourne Hall Museum officers have worked with NESCOT Creative Media students and Surrey Libraries to create a pop-up touring exhibition this January. Entitled ‘Then & Now’, NESCOT students visited the archives at Bourne Hall Museum to investigate the architectural evolution of Epsom High Street and consider the past, present and future of our borough.

The project sits within the Council’s Arts, Culture and Heritage Strategy, which seeks to nurture local artistic talent and increase access to our borough’s colourful historical past through creative outputs. It has been funded by EEBC through the government’s UK Shared Prosperity Fund (SPF).

Speaking of ‘Then & Now’, Councillor Clive Woodbridge, Chair of the Community and Wellbeing Committee at Epsom & Ewell Borough Council said,

“In our bid to diversify interest in our borough’s rich cultural past, it’s fantastic to see NESCOT students bringing our community’s creative youth voice to the fore. I’m delighted to support this new exhibition which continues to evidence the value of collaborative working with community stakeholders”.

If you miss the exhibition at Epsom library this month, don’t worry, the exhibition will tour to Bourne Hall and Ewell library in February.  

Tribute to former Councillor Christine Long

Mayor Christine Long

“We were very sorry to hear of the sad passing of former Councillor Christine Long. Chris was a much-loved Residents Association Councillor who served Epsom & Ewell Borough Council for 16 years.

She was a valued Ward Councillor in Auriol Ward from 1999 to 2015, alongside being involved in a wide range of Committees, Groups and Advisory Panels at the council, and representing the council at other organisations. She was Chair of the Scrutiny Committee from 2000-2003 and the Social Committee from 2007-2010, as well as being involved in the Environment, Leisure, and Strategy & Resources Committees amongst others during her time as Councillor.

From May 2012-May 2013, Chris was our elected Mayor, and carried out a huge range of community engagements, charity fundraising and activities during this time. She was also heavily involved with the church, the Rotary Club and was a member of the Surrey Mayor’s Association.  

We know Chris will be much missed and we send our deepest condolences to her family and friends.”

Epsom & Ewell Borough Council announce partnership with the Lawn Tennis Association to improve local tennis courts

Epsom & Ewell Borough Council and the Lawn Tennis Association (LTA) have announced a partnership to invest in and refurbish public tennis courts in Epsom & Ewell.

The LTA will provide £26,650 to invest in 12 tennis courts at Auriol Park, Alexandra Recreation Ground, Court Recreation Ground, Gibraltar Recreation Ground and Poole Road Recreation Ground.

The courts will benefit from gate access technology, a new online booking platform and court improvements which will ensure that quality facilities are available for the local community. 

Alongside the investment, the council and local coach providers will also work with the LTA to deliver a range of activity across the park sites. This will include weekly, free tennis sessions for all ages, playing levels and experience where equipment is provided, meaning that people will not need someone to play with or their own racket. Local Tennis Leagues will also provide friendly, sociable, opportunities to get active through local competitions.

As part of the LTA’s Parks Investment Programme, the council will introduce a new ‘pay as you play’ scheme across all tennis courts in the borough in the new year. All income raised from the scheme will be reinvested into the borough’s tennis facilities to ensure future sustainability of tennis in parks.

The project is part of a nationwide investment by the UK Government and LTA Tennis Foundation, delivered by the LTA, to refurbish public tennis courts across Great Britain, and open up the sport to many more people. This investment will see thousands of existing park tennis courts in poor or unplayable condition brought back to life for the benefit of communities across the country through renovation works, and improved court accessibility with new gate-access technology and booking systems.

Cllr John Beckett, Chair of the Environment Committee said:

“The partnership between the LTA and the council is extremely good news for the tennis facilities in the borough. Their investment and the move to a ‘pay as you play’ scheme will ensure that the courts are maintained and improved into the future.

“The tennis courts are vital in providing opportunities for residents to get active and improve both their physical and mental health. The planned free coaching sessions will provide an opportunity to bring new people to the sport from all ages, abilities and socioeconomic backgrounds.”

Julie Porter, Chief Operating Officer at the LTA, said:

We are delighted to be working with Epsom & Ewell Borough Council to improve their park tennis facilities and provide more opportunities for anyone to pick up a racket and get active.

“This investment is part of the UK Government and LTA’s Parks Tennis Project and will mean that courts will be available for people to use for years to come.

“We will also be working closely with Epsom & Ewell Borough Council to ensure that the local community have a range of accessible opportunities to get on court, and open up our sport to many more people.”

A market for pre-loved and vintage clothes and accessories, taking place on the third Saturday of the month.

Get closer to nature and enjoy the outdoors with our various guided walks. Explore local nature reserves, discover your borough's history and boost your health and wellbeing too.

Visit the walks page on our website to discover a range of walks that take place across Epsom and Ewell.  

Epsom & Ewell also has several beautiful open spaces which are great for cycling, including Epsom Downs, Epsom Common Local Nature Reserve, Nonsuch Park, Hogsmill Local Nature Reserve, and Horton Country Park Local Nature Reserve. You can find cycling routes for all these places on our website.

Epsom Common Association (ECA)

ECA supports the preservation and protection of Epsom Common local nature reserve and site of special scientific interest. ECA works in partnership with the Council, the Lower Mole Countryside Management Project and English Nature to contribute to the long term management and conservation of the Common.

Nature walks
ECA organises a number of walks on the Common each year which are led by local natural history experts. The subjects that are usually covered each year include birds in early spring, wildflowers, butterflies, invertebrates particularly bush crickets, bats and fungi. 

The EcoVols
If you care about the Common and enjoy its wildlife and beauty why not join the EcoVols, the volunteer group of the ECA. EcoVols carry out a variety of conservation projects on the Common throughout the year in association with English Nature, the Council and the Lower Mole Countryside Management Project.       Community Notice Boards

      There are community notice boards, known as Borough Boards, in various locations across Epsom & Ewell. The Boards are for local community use and form a vital information point for those who are not online.  They are used for timely information and events; they are not used to advertise businesses. 

      Submitting a poster

      If you have a poster you would like placing on the boards, please email communications@epsom-ewell.gov.uk with an electronic copy of the poster, so the team can double check it is appropriate for the boards. Once the team have confirmed the poster is suitable, please print and deliver 25 posters (one for each board) into the postbox outside the main entrance at Epsom & Ewell Borough Council Town Hall, clearly marked ‘Borough Boards’, or ask your Ward Councillor to do so on your behalf.

      Please submit your posters as far in advance as possible, to allow plenty of time for posters to be checked and put up on the boards.

      Content Rules

      Posters should advertise timely local information and events. The following will not be accepted:

      • Overt advertising of businesses or services
      • Any discriminatory language or suggestions, including hate speech and profanities in the text or via images
      • Promoting a religious cause only, with no event or activity taking place
      • Any political inferences.

      Poster content should be easy for everyone to read and respond to. All posters must:

      • Be a maximum of A4 in size
      • Consider accessibility - they should be easy to read, in colours that are contrasting and not using fonts that may be tricky for those with visual impairments to read
      • Posters should include a working phone number wherever possible.  A poster that only points to a website / email for more information will not serve those members of the community who are not online.

      We reserve the right to select which posters can be featured. 

      We will insert posters that meet the content rules above on a first submitted, first served basis, until all the spaces are allocated, and to remove any that are out of date in a timely manner.
